I am not romanticizing pre-industrial conditions, but one of the reason they were so horrible was the Enclosure movement, which caused massive dislocation (a nice way of saying evicted) peasant farmers, who moved to the cities in search of work. Not just from private land, from land which had theretofore been common.

The argument that the poor had a choice about their working conditions is as magisterial as the argument that the rich, as well as the poor, are prohibited from sleeping under bridges.
