<Each one of those steps needs a plan> Sure. But I'm writing a post, not a book, or a series of books. I think of the list as a set of Talking Points, things to bring up (and which on the list I bring up depends on the audience), when someone says, "Antiwar protestors have no solutions, they are just against everything." I can take any one of those points, and expand it into a thick book. Or you, if you are interested, can find reams of elaboration and detail, fleshing it out, with a quick internet search.
