Seemingly, Saddam had killed and tortured so many of his people, that he didn't trust his own Red Guard. It seems like you are correct. The Iraqi armies were not trained very well, and probably kept stupid, so that Saddam could control them, and feel safe. I think that I heard that the Red Guard was not allowed inside Baghdad, under penalty of death, because Saddam was afraid of their revenge against him.

Saddam figured that he could beat any other nation thru the old human wave attack method, and thru the use of chemical or biological or nuclear weapons, which were under development for many years.

I can see why the Palestinians consider Saddam their hero.
