The Ottoman Empire was dissolved after WWI and 30 years before the Zionist unilaterally declared Israeli statehood. In 1917, the Jews were less than 10% of the population of Palestine. Since Israel was not even a state at the time, she has not rights to any of the territory. You simply cannot use the Balfour Declaration because equal promises were made to the Jews and the Arabs for their help in WWI. You could, of course, be using the doctrine of preemption anachronistically. In that case anything would be possible, even an Israeli boundary from the "Nile to the Tigris"!
