But the low price is obtained with subsidies including military expenditure. So even not taking environmental externalities into consideration it is inefficient.

<<conservation can only be enforced with high price>> I would say that the application of brainpower can -like in many aspects of economic activity- help.

I can give you the case of how Brazil fought back:

1.000cc cars are 75% of all new cars sold.

Gasoline needs additives. When most countries were suing leaded gasoline, we just added 22% of Ethanol, produced from sugar cane as the additive.

Price was always high for gasoline to subsidize diesel.

Develop technology to drill for oil in deep water.

Build pipelines to bring gas from Bolivia.

95% of the energy from Hidropower.

All that could be even better had we not had a monopoly for petroleum. But we monopoly broken, it will be ven better in the future.

But of course not everyone has brain power and perfer to rely on muscle :-)

Jay, what if oil not enough to pay Iraq's reconstruction, weapons used and demands for compensation??

Oil money first will be used to pay for the bombs that killed the Iraqis.

then compensation for Kuwait

The compensation for Iran's war

Then an assorted bunch of law suits

Remaining money will be used to reconstruct Iraq's infrastructure.

Perhaps there won't be enough money and the Iraqis will be left far worse than under Saddam. Parodying, LLCF:

That will be popular!

Keep an eye on US twin deficit!

Budget deficit to go to USD1.1 trillion between 2004-2008

Current account deficit USD503billion.

Printing machines will be working overnight, Jay.
