There is a long list of examples, of the U.S. stopping or restricting weapons sales to foreign countries, to try and influence their behavior. We do it all the time.

We've never done it with Saudi Arabia, because the State Department has never had a problem with them violating every principle in our Declaration of Independence and Constitution. It's OK to be wholly un-democratic, totally un-free, as long as you call yourself our friend. That's been our policy as long as we've been a global power.
