Spending lots of $ on existing bombs could be the only way to modernize and upgrade the stockpile. Also a chance to keep several hundred thousand people employed.

Unlike you, I have not the slightest need to change the minds of anyone else, but to provide some more info on the proverbial " million $ bombs to avoid hitting them " (which is in the end - cynically spoken - true).
