Republican boosters as a group have virtually no understanding of long term effects of economic policies (and care less), nor do they have any discipline when it comes to financial management (as long as the resulting higher taxes can be pushed off on someone else).

Their Achilles heel is that they hate government. Therefore, they don't care if government agencies are managed well or poorly. They don't care about fundamentals of government management as laid out in the merit system, and in fact prefer that government should be run by political hacks. The end result is poor quality government, which is, of course, what they want, but which also limits their effectiveness. Clinton had an appreciation for good management. Bush does not. The record shows these clear differences in example after example. Furthermore, the defense I hear most often from Republicans and conservatives is exactly what you used--calling Clinton's extra curricular activities the only thing that counts. In a way it's a denial that your own hero could ever do anything wrong, at a time when most of us are waiting for him to do just one thing right.
