Well I have several ROTC students in my classes I am teaching because tuition at a private University like this is $26000 per year :) They are pretty good. Not the best students, but borderline A grades or good Bs.

I don't think anyone HAS to join the army in the US, they choose to do it because it gives a good opportunity compared with the alternatives. The risk of US soldiers getting killed in war has been low in the last 25 years. Including this war where less than 100 US soldiers have been killed probably so far. Spread out at an annual rate over the years when there is no war that is about the same as the death rate from road accidents....
