That is a lame excuse CB. There is after all only one government. So there is only one point of responsibility for the policies we pursue. May be the "compassionate" side should have told the "covert" side it is not a good idea to use religion to ignite hatred. Do you think they would have listened? Or do you think the thing to do would have been to show up at the border and while one hand was teaching it is ok to do whatever you want so long as you kill a lot of Russians, the other hand would unteach all that and tell them to care for each other and the goal should be a prosperous and modern Afghanistan in the future?

And which hand of the government was responsible for not inviting the Afghan people at the negotiation table when the Russians said they want to leave?

And which hand was it that took the side of the Taliban and saw them as "stablizing" force, knowing damn well what they were made of?

Finally, I ask you this most important question: We live in a society that most everything is measured with money. So applying this same measure to the two branches of the government, the ones that are responsible for instruments of death and destruction and the one that is responsible for instruments of peace and prosperity, what is the balance between the two? How much do we spend supporting the thugs and how much do we spend caring for their victims?
