There were no efforts to actually remove saddam in the last 12 years. There were efforts to contain saddam...not remove him.

Whenever this comes up, it's always left out that eight of those years were disarmament years. And of the four years afterwards? Contrary to the lie of President Bush, "Saddam kicked out the weapons inspectors," those inspectors were pulled when President Clinton decided to bomb Iraq. The US tipped then chief weapons inspector Butler off that the bombing would begin and Butler, without consulting with the UN Security Council (his real boss, not the American bosses), pulled the inspectors out of Iraq.
