Your answers of no and no to 7 and 8 mean that there was more time to pursue diplomacy.
France was against the use of force on the terms stated by the US. Those terms cut off the furtherance of diplomacy. In doing so, the war was not a measure of last resort.
Your reference to 9/11 in 3a does not follow. Iraq was not involved there. And again, in terms of 9/11 the answers to 7 and 8 make the reference inconsistent.
