I don't see what you mean. Bush wanted a build up but not of more people to be turned into hamburger on the battle field. The Powell doctrine of Gulf War 1 was to have so many troops to overwhelm the battle field. Bush has let Rumsfield run the war and Rumsfeld has done a daym fine job of it.

More special forces that kept the bridges and oil fields safe. Gen 2 missiles and bombs that are very accurate. Gulf War 1 took 750,000 troops, Gulf War 2 had 80,000 pairs of boots on the ground. Afghanistan, 8,000 troops. Technology wins wars now and that is what Bush has built up.
