I misunderstood your concern. Feeding people and building better mousetraps is a rather recent innovation in governance. Until the advent of the industrial revolution, people were pretty much left to their own resources, regardless of famine, flood, plague, or other disasters. When things really got tough, they tried to emigrate to America. The more modern concept that government does have some responsibility for keeping its people from starving is even acknowledged in the most repressive regimes, including China, Cuba, Iraq, etc.
