The Israelis have always felt a kinship with the Kurds-- a people without a country--and a proposal was mooted some decades ago to provide the Kurds with a homeland in the Golan Heights. It was to serve as a buffer between Israel and Syria. As far as I recall, Syria has never reoccupied Quinetra. The proposal never was pursued seriously but I imagine it may have raised Assad's blood pressure a few degrees.
