LOL! I'll ask again, who was supposed to represent the "Afghan people?" The Soviets were in the country to support a communist Afghan government, which was one party to the conflict. The Pakistanis were the second party to the conflict, being the direct official patrons of the "insurrection" against the Afghan government. The mujahadeen were tools of Pakistan. You might as well ask why the "Vietnamese people" didn't have a representative at the ceasefire agreements between N. Vietname, S. Vietnam, and the US.
