I think in matters of Government where lives are at stake, the process matters. You can say it does not matter, but we maintain our system of Government in large part by sticking to it even when to do so is inconvenient. <Rumsfield did push hard for the military campaign, which totally fits his responsibility and role.> Yes. That is his role if he believes it necessary to ensure national security.
