You may not like his style, but his authority and responsibility are not in dispute.

Military transformation is Bush Administration policy. Rumsfeld was openly nominated by the president-elect to be an agent of change, and was approved by the Senate.

He is a tough boss, and there are plenty of axes grinding away in the US military. Rumsfeld has broken alot of china in the Pentagon and there is resentment. None of this changes the fact that Rumsfeld is the boss of the US military and therefore has authority to interact any way he decides appropriate.
