Dick Lugar (R) agrees the hardline approach of Bushies has created a dangerous situation and we have to return to unilateral dialogue. You can't just use a big stick on NK when you have no sane military option. You have to use the carrot and the stick. Bush removed the carrot and as a result NK kicked out inspectors and started developing nukes (or so they claim, it's not verified if they have any nukes). Bush also teed off the Chinese who are our best hope of getting NK to behave.
