No but he was proposing tax cuts. And most of Bush's tax cut hasn't happened yet. Taxes have been cut only slightly and we still have deficits. In fact I think Gore's tax cut plan was phased in quicker. If that is true its actually a good thing about his plan in my opinion but it would mean that the deficits right now would be even worse.

Without a doubt. Pre 9/11 there was a big political push for new federal spending that at most could have been contained not stopped. Post 9/11 all the security spending and aid to New York and the airlines and such had too much political force behind it to stop. I can't see Gore slashing social spending to make up for all of this. Actually I can't see too many Republicans pushing that idea either. Its nothing against Gore but I don't think any of the candidates (including candidates for the nominations of the major parties) or any recent president, could have resisted the forces pushing us in to budget deficits.

Gore and Lieberman are quite hawkish, esp Lieberman. No way they would have been soft on Al Qaida or Saddam. Lieberman is to the right of Bush on Saddam and terrorism. in case you hadn't noticed.
