Bush Sr. cut defense plenty after the Gulf War. As he should have and needed to. We had a huge debt to pay off and tons of old Cold War programs which weren't useful anymore. That process continued into Clinton's years. There is still some paring to do. None of those cuts effect the kind of fighting we see in Iraq these days.

Also remember, during Clinton's booming economy is was hard to attract high-wuality recurits because they could make so much more in the private sector. Bush's recessions and massive unemployment make it much easier to recruit. Especially since kids coming out of school cant find jobs these days, or pay for college tuition. Big point you miss.
