That is utter bullshit! Bush was handed an intelligence community in disarray. Clinton officials were more involved in obfuscation & obstruction during the much delayed transition of power than anything. Bush is cleaning up the mess left behind from 8 years of excess, government waste, severe budget cuts to the military & intelligence communities & Slick Willies overt sexcapades.
