I don't think so. Rita Cosby gave a pretty good explanation of how they tracked Saddam. According to her, the Brits had, in the early 80s, sold Saddam some encrypted mobile phone technology -- similar to cell phones. Saddam was using these phones to communicate with the "boys". As it turned out, 20 years later, we're able to monitor conversations on these phones with ease, and only Saddam & the boys are using this particular communications method.

She says we were monitoring the phone calls right up until the time the bombs hit.

I think we got him this time...
