The administration most assuredly wanted regime change and basically (IMO) had a pretty good notion that that would require armed conflict. Saddam himself said if he were to step down and go into exile he would likely be assassinated.

We had a staging area with Kuwait which was in support of toppling Saddam. Supposedly (and I beleive) many gulf nations and Saudi Arabia were privately in support of getting rid of Saddam. (Just look at their oil output before the conflict..)

I spent about 40 hours over 3 weeks reading about the issue. From what I gather South Korea and China are definitely not in favor of incursion of any kind into NK. I think the Bush administration will tell China (or have) if they wish to be a world player they need to get involved with the Korean situation. If SK and China are against military action I do not see how the US could take unilateral action against NK.
