Techplayer, The French want the UN involved in the supplies because they are the most corrupt western nation and will be able to milk the aid for 50% of it's value before it reaches the recipients.
The USA at least will have open tendering and some degree of oversight.
The French, or should I say the dirty stinking frogs(I strive for accuracy at all times) have very dirty hands in all this and are frantic to control any damage as people find suppliers' lists etc in Iraq.
They also have debts to the prior regime. The prior regimes whould leave and take it's debts with it. Let the Iraqis start fresh, sell oil and rebuild under US/UK supervision.
Those people with weapons debts should consider the debt paid in fully as they shipped bad good, the Iraqi weapons did not work as advertised...no need to pay for them.
I see a hidden anti jewish agenda on the part of France, Germany and USSR to supply weapons in the hopes that they will spread to the arab world and destroy Israel and they will then be able to say tut.tut.tut, not us.
Remember the UK and USA have been the only major powers that have nurtured and sustained Israel from prior to 1948, although numerous countries have also aided Israel to a lesser degree.
