What is the UN for if things like this happen and nobody raises an outcry or trys to garner support for intervention? I thought that was the point of the UN?

The UN is aware of the Congo situation (see appended quote; many more articles on linked page) but doesn't have the means to improve it (my interpretation):

I have come to the conclusion that it is massive "PC." We just can't admit that these "Failed States" are not capable of governing themselves. And we cannot allow the installation of an outside agency to run the places. So they will continue to be run by gangs/tribalchiefs, and kill their people.
