Name one combat veteran in the Bush White House or right-wing leadership. Besides Powell who is not right-wing. Now remember how they dishonestly smeared war hero Max Cleland for "supporting" Osama and Saddam because he didn't vote for Homeland Security, even though it was Democrat bill the White House later encumbered with a union-busting measure? And now that we have Homeland Security, the White House refuses to fund it. States has to pay for it. In other words it's not getting done. Remember this when you hear the chickenhawk liars of the right attacking John Kerry.
