"I thought dual citizenship was illegal..."

It's not illegal. Every Jew in the United States (and elsewhere), US citizen or non-citizen is automatically a citizen of Israel. If you are a Jew and a US citizen and you choose to reside in Israel for the rest of your life, you are still permitted to vote in US elections, both local and national (President, Representatives, Congressman, etc.). Is this a good thing or a bad thing? I don't like it regardless of what ethnic group(s) have dual citizenship. Some countries do not allow dual citizenship. It becomes a loyalty and patriotic question... who will you love today and hate tomorrow? Who will you support today and not support tomorrow?
