The colonial powers (including the U.S.) have been intermittently sending soldiers into Congo, since the early 1960s. With no visible improvement, in stability, freedom, or prosperity. They have reached the point of "donor fatigue", perhaps better called "Nation-Building fatigue". Plus, the Powers are going to be distracted by Nation-Building elsewhere, for the foreseeable future. Maybe if we start a rumor, that Al Queda has set up a mini-state in interior Congo, and that oil has been discovered there, that will attract attention.
