Propaganda. It's not that hard to propagandize the American people. They aren't all that bright. Right after 9/11, hardly anyone thought Saddam Huessein was behind 9/11. Now, greater than 50% of the American people think Saddam Huessein was behind 9/11, despite the fact that there isn't any evidence connecting him to the attack. And 16 of the hijackers were from Saudi Arabia.

They have proven themselves to be adept liars able to take advantage of rightful public concern of terrorism and twist it to their own devices. Even to the point of increasing the dangers of terrorism.
