sounds like monaco alright. my hometown on the continent has a rather different view to mixing alcohol and car keys. first off, if you're in a porsche, they won't stop you, they'll give you an escort. if you're driving something more plebian and they stop you within 500m of home they figure you've made it that far so you're probably good for the rest of the way. if you're further than that they'll "fine" you a euro for each 100m. and let you on your way, lol/nlol. in total contrast, my hometown in nAmerica has mandatory bicycle helmet laws. for adults.
