The Patriot program has nothing to do with SDI. It is funded and managed by the Army Air Defense Program Office and has not gotten a penny of the $23 billion given to SDIO.

Whether or not it was an SDIO product anything that can provide strategic defense against ballistic missiles is by definition SDI.

The Patriot could be considered tactical defense in some ways but since it defends cities and major rear area targets it's effects have been strategic by the normal definition.
