I'd take the troops out of there. If they were gone then all NK could threaten is killing Korean's or some other oriental population with WND. That's basically zero value blackmail. And use of WMD would be KAD and what threat is killing other orientals by NK. If they invade the south it's KAD. South Korea should be able to handle any conventional threat. And Americas' ability and determination will not be questioned by anyone after Iraq.
