The Japanese had put out peace feelers to the Russians, who had already set the timetable for their own declaration of war and grab of spoils and so didn't do anything to facilitate negotiations. The only "official" response the Americans got to their pre-Hiroshima ultimatum used the word mokusatsu which unfortunately has no precise counterpart in English. The Americans translated it as "to kill with silence", whereas the intent may have been more like "in the fullness of time."

Certainly by the beginning of August many among the senior Japanese leadership had acknowledged that the war was lost. It was not clear, though, that that group had sufficient influence to actually bring about a surrender.

As for the second bomb, there was some question as to whether what had happened at Hiroshima was a natural phenomenon that the Americans were conveniently taking credit for. Not implausible -- if the Tunguska event had differed in timing by a few hours it could have been over a major city. If it had been London, literally millions could have died.
