Indeed, Blix made a statement similar to what you outlined. However, don't you think you're leaving a lot out in terms of what Blix has stated? What's Blix's fundamental postion: He would have preferred to continue with the inspections because he believed they were working. Why don't you go drag up some of those quotes.

At the time Bush began the war, Blix was actually inspecting and analyzing the site where Saddam's son-in-law, Kamel, stated to British and US intelligence that Saddam had buried most of the stuff the US was complaining wasn't in the inventory declaration. Perhaps had Blix been able to deliver that report the war never would have happened.
