No, anybody can travel anywhere they want, provided the host country allows entry.

Only direct transportation, trade, etc can be restricted.

For instance, there is a complete embargo of Cuba. However, if one wants to visit there they are perfectly within their rights to do so, they just have to go someplace where there is transportation to get there first. And of course you cannot bring anything back with you.
