It works both ways however... we clean up the messes we WANT to clean up regardless of who does the messing it seems to me.

Uhhh? What have the French to do with Congo?
Belgium, as former colonist, still is concerned about what happens there. Altho they only "messed" in there until 1960.
After 1960, independance of Congo, the cookie jar was there for taking (China, USSR, USA).
For most of the 90ies, the country has been looted by Angola, Uganda, Zim, SA "supporting" the various "independence" fighters.

And gawd preserve Belgian troops from Canadian generals.
