It will be a perceptual problem for the rest of the world if we do not find them. It doesn't matter to me. I didn't care if Saddam had them; I did not think he would use them on us, whether he had them or not, and he hasn't and didn't, so whether they are there or not matters to me only because we used the presence of WMD as one reason for our invasion.

Blix said there were weapons missing, but as I recall he didn't draw any inferences from that. He suggested in one document that their accounting system was amazingly sloppy.
