The Rwanda massacre was a MEGA disaster of course. Dallaire did what he could to stop it, with the resources he had. Finally managed to pick up a suitable link..

Annan 'knew about Rwanda genocide plan'

KOFI Annan, the United Nations Secretary-General, ignored a warning from his commander in Rwanda in 1994 that the government was about to exterminate hundreds of thousands of members of the Tutsi minority, a report says today.

Little more than three months after his office in New York had ordered UN forces not to intervene, the genocide that was to claim at least 500,000 Tutsi and moderate Hutu lives had begun.

Mr Annan, then head of UN peacekeeping operations, was informed by fax in January, 1994, by the commander of the organisation's Rwandan force, Gen Romeo Dallaire, that he had learned from a senior official in the government that a register of all Tutsis was being drawn up.

In today's New Yorker magazine, Iqbal Riza, Mr Annan's senior adviser, admits sending the reply telling UN forces to take no action to confiscate government arms.
