Better use of funds is (a)domestic, with the head-start we had we could have the 'shining alabaster cities undimmed by human tears', without the level of taxation, just by eliminating 1/2 of gov't, starting w. the non-defense portion of DOD, and the non-productive depts, and opening all gov't to full disclosure on every public dollar, person and program. And (b) foreign investments made to facilitate growth and trade as the Marshall Plan, which returned manyfold its investment to both donor and donee. Instead, primitive military power is used, due to the possibilities for individual power and deception.
