Well, as I recall Bush also wasn't all that keen - Maggie notoriously 'stiffened his sinews' for war in the first place... also, it wasn't actually part of the UN remit, since then (as now) a difference was recognised between removing an aggressor from someone else's country and invading the aggressor's country to displace him.
