It never made sense to me for Saddam to keep chemical weapons after 1991. He already had consolidated his hold on power and his main goal was to get relief from sanctions. Chemicals would be ineffective in the situation and counterproductive to the goal.

We don't know yet what he was able to ship out.
He shipped out papers, lists of friends and lists of terrorists. These, I believe, he gave to Russia and will receive protection for at least some family members in return.
