The link you provided appears to be the work of a single anti-Israeli journalist who is giving his own interpretation of what he perceived to be Israel's policy aims back in the 1980's. He states, "The following essay represents, in my opinion, the accurate and detailed plan of the present Zionist regime (of Sharon and Eitan) for the Middle East which is based on the division of the whole area into small states, and the dissolution of all the existing Arab states"

Israel itself has never espoused any of the above aims and with the benefit of hindsight it would seem that this journalist was utterly wrong in his predictions. Indeed, the treatise seems quite silly as today's geopolitical realities pretty much preclude any possibility of breaking up existing Arab states.

You must have dug long and hard to locate this dated and completely useless monograph.
