One thing that really teed off the Euros was when Bush first came to Europe after taking power. He told them no on Kyoto even though he's promised to work to ratify it during the election, and he told them SDI and scrapping the nuke arms agreement with Russia. He was brusque, arrogant and did not do it diplomatically. Europeans are also much more aware of the Florida vote cheating. The stories which our mainstream media censored after the elections were fully covered in the Euro press. Thus, the Euros knew Bush did not have any mandate from the America people for any of these issues of his. It was really an embarrassing performance by a US president and made enemies of France and Germany in particular. A better diplomat would have smoozed and gotten the result he wanted. Bush lacks these skills. That is what Kerry is talking about.
