AS, it may shock you to find out that Bush did not finish off Saddam Hussein during the first Gulf War because he did not want to exceed the UN mandate. A mistake, IMHO. Imagine that, a Bush adhering to a UN mandate. It if fortunate for the Iraqi people that GEB decided that he did not need a stamp of approval from the UN.
