because it was a UN action that stopped at removing iraq from Kuwait. Overthrowing the Iraqi government wasn't part of the UN mandate. It wasn't GB41's fault that SH wasn't removed in 91, it was a UN decision.

"" Unfortunately IMO, that is too simplistic of a reason, not discounting it of course, but because it lacks all of the thought that should go into the ramifications of such importance as international policy.. Remember we should hire, "the best and the brightest".. in the "THINK TANKS" Why don't they have me and you sit on the opposite sides of a table in the White House to hammer this out. . Maybe the truth is in between.. 95% my way, I will give you a low 5% "low fives" ..No.. Just kidding.. The truth is in between.. I'm going to bed..
