Of course there's a list. Lists. The lists aren't generated by Presidents, they are generated by staff at agencies that don't come and go with every election. Agencies gather intelligence and share it, and draw up contingency plans as to what to do if called upon in the future.

For that matter, think tanks draw up lists, too. People in think tanks either used to be in administrations or hope to be in the future.

The lists are not just about war, they are also about diplomacy.

Someone recently floated the idea of creating a Department of Peace in the Cabinet. I actually think that's a great idea. The State Department has taken over the function of the Department of Peace, but Iraq probably will be too great of a challenge to run at a sub-agency level, as seen with the problems in Afghanistan.
