Some stuff gets leaked but generally we don't know the details until they're good and ready to spell them out or it's obvious by their actions and results. That's a fair statement, IMO. But we also need to acknowledge that congress, in its meddling about funding and who will control it, is also playing a role in delaying the stabilization efforts. We can't hire Iraqi policemen or fund civil order programs until they pass that budget and provide the funding. At least that's how I understand it. Hawk
