Some people treat it as if it was a sign of official US policy that we were starting an empire. Others fear that some people (particuarly Arabs) might see it that way so they see it as a horrible faux pas. It wasn't the smartest thing to do but it put up by a low ranking marine not as any policy, and then was soon taken down. I think your right that some people give the act too much importance.

What's interesting is that it was his commander who told him to do it.
