To the victor go the spoils so to speak. Are all pro-american govts automatically puppet states. That term originated in eastern europe during the cold war. It has resonance in latin american/banana republic type govts. But in todays world, support for the US in a foreign land does not automatically mean something bad. After winning a war, influence flows with the territory. Having said that, aliens may turn out to be a better choice in iraq than exiles. When castro falls, do the miami cubans, also here since the 50s, take over? If not where do you find indigenous leadership in these countries? This is tough to solve. mike
